I live in CT but work in RI & my company is trying to pay me below the minimum wage for CT, can they do that?

Since I work for a company that has contracts for client companies and each company pays different, my rate of pay goes down sometimes which is legal apparently. Sort of like working per diem. I started working at a new sight and my first paycheck is only for 8.00 per hour. CT's minimum is 8.25.
