What would be the per diem rate daily under these circumstances?

My husband is in the navy with a p3 squadron and just got orders for deployment to go to djibouti. where will he be staying? how much will he get to pocket? will he be safe, and will he get hazard pay being out there. his friends are saying he is going to get the standard $3.25 or whatever, but i would like to be sure because he is really upset about it. thanks
