Was there something going on in the cartoon of Avatar?

In the Avatar: the last air-bender cartoon, season Katara and Zuko kept getting mistaken for Boyfriend and Girlfriend. Was there supposed to be something going on? I have watched all of the seasons many times, so that's where i'm coming from, not the movie.
