Can somebody please explain this per diem chart to me?

my husband is going away on his first deployment in a few weeks. e4 in the navy. he is air crew. will he get paid per diem while there or afterward? please explain the per diem rates for Djibouti, Sigonella, and El Salvador NAS. thanks
